Worker at residential facility raped, threatened to kill intellectually disabled girl: police

A Lancaster man working as a life skills worker at a residential facility contracted by Dauphin County Children and Youth raped a mentally disabled girl earlier this month, authorities said.

Afterward, David Vazquez told the child not to tell anyone, and said he’d kill her, according to an affidavit of probable cause filed Tuesday.

The affidavit said the girl told someone that Vazquez, 66, raped her overnight between June 15 and 16. Vazquez was the only employee at the facility at the time of the alleged abuse and was responsible for the child’s care, according to court documents.

Vazquez apologized later that night to the girl for hurting her, then made the death threat, according to the affidavit.

Another witness told investigators Monday that the girl had also told them about the abuse. The girl reportedly said Vazquez came into her room while she was undressed. The affidavit said this witness saw Vazquez going into the child’s room multiple times at night, and would follow him in to try to protect the child.

Vazquez is charged with rape, institutional sexual assault of a minor, sexual assault, indecent assault, corruption of minors, endangering the welfare of children and terroristic threats.

Online court records show Vazquez has not been arrested as of Wednesday.

The location of the facility was not disclosed, but was located in the magisterial district of a judge in downtown Lancaster. The age of the girl was not disclosed in court records, but the charges indicate she was younger than 18.
